You can probably get data to work, but you won't be able to make any phone calls, Jesse. The iPad is just not equipped for that.

Cellular just means it has LTE compatability with a sim card. No way of using an iPad as a cellphone to my knowledge.

You could theoretically make FaceTime calls (to another Apple device only) over data, but that's it.

It also makes little sense to buy a Koodo SIM, as data only plans from other suppliers, including Telus, are generally cheaper.
