I will be in Nova Scotia and My sister wants the refer a friend program with me and I live full time in PEI.  Can I choose a PEI number in Nova Scotia stores?  Or maybe can I transfer my PEI number while in a Nova Scotia store.

Should be no problem!  Your ID (Drivers License or Provincial ID) will have your current address. Even if they don't, you can change in Self-serve once you get set up.

And to add, you don't have to have you number registered in your local area, as long as it's within the same province. I have a KW number despite living in London as most of my incoming call are from KW. I have unlimited nationwide calling so I don't care about outgoing calls.

You don't have to have your number registered in anywhere (well, it needs to be from where Koodo/TELUS offers service). Period. No but, no as long as. I have an out of province number.
