I want to buy a used Samsung Galaxy s2, the original owner is with koodo, i want to know is it free to unlock?

Koodo charges it's customer 35$

Third parties may charge less

You could offer the seller an extra 35$ to have it unlocked before he gives it to you

Flashing a Rom and unlocking are two different things.

It's not going to happen by flashing a rom.

You need to get an unlock code

It is possible, with correct ROM, I can unlock with settings in Service mode. Just want to know is it safe?, last time i did it i hard bricked my phone

The only method that I personally know it to be safe is by purchasing and entering the network unlock code. Flashing a rom has inherent risk involved. But if you do manage to unlock it via a rom, please post how you did it because I'm sure others would love to do the same.

If you can find an unlock for $10 or less I say go that route. Im super cheap too and hate paying for things, but going through a custom ROM just to get to a system menu to unlock is not worth the headache. Chances are that you have to roll back your Android OS to enable that, like on the S3 my brother got from Rogers

Hi free unlock code is not available for samsung galaxy s2. So better you can go for paid unlocking service. I would suggest this site http://www.prounlocking.com/samsung-g... here you can get the unlock code and unlock your mobile easily. To get the code you have to mentioned which country is locked now,network provider and imei number. Then they send unlock code through email.
