I made a "toll free" call to Expedia Canada while in Germany but it still costed me 45 dollars is this a mistake?

No, it's not a mistake. Toll free only means that it will not cost you long distance while you are in Canada. Since you were roaming (you were in Germany) that does cost even if you use an 800 number. It also eats in to your minutes, so if you went over there is overage as well.

If you had called the toll free number from a landline phone you likely could have avoided the charge.

Since you called from Germany (outside Canada) that means you had to incur the roaming charges. Rate is different based on Koodo Zone. You would have been charged from $1.50-$2.50/minute.
