I heard BBM is now available on android phones e.g Samsung galaxy i want to know if its true and if anyone has actually tried it.

The launch of BBM for Android and iPhone appears to have been delayed until further notice, see the article below. There's mention that October 24, 2013 could be a possible release date.

I've tried it before it was halted and it is exactly like the BB10 OS User experience with swipes from left or right to bring up different menus and options sort of like Facebook. Everything seemed to work fine but the leaked version caused issues and they stopped the service. Don't download any of the fake BBM in the PlayStore right now as a bunch of them have malware alerts that arise. Google keeps taking them down but then the ppl just keep putting them back up again under different names. When it's finally released again all the fake ones should be taken down but if your wondering which is the real one search for BlackBerry BIS and it will be the under the same company as that app which is blackberry 's business solutions app for Android.

i just downloaded it and was put on a waiting list. Does anyone know if it works on wifi or do you need a data plan?

wifi should work since BB10 devices don't require data plan for bbm i'm pretty sure this will be the same for iOS and android

Yes it will work over wifi, I'm using it right now on Android over wifi

And just to give the other side, yes the iOS one works over Wifi or cellular data, whichever you prefer.
