I have unlimited text and picture messaging but my iphone 4 will not send pictures, they just keep failing.

Yeah, make sure your data is turned on. With out the data open you can't send pictures. Sending pictures doesn't cost extra if you have unlimited messaging included in your plan, just make sure there is nothing running in the background (apps etc.) otherwise you might see data seeping through and appear on your bill.

Thanks, I'll let my daughter know tomorrow...she's asleep now (I was asking for her, she was dictating, I was typing on my laptop). She just got the phone today, so here's hoping that's the problem...

Just to add, when using iMessage to send pictures to people with iOS devices, WiFi can be used. Otherwise, as others have said, you need mobile data enabled.

Keep in mind that sending/receiving MMS can use data. If data isn't in your current PP possible data charges may apply

Just to clarify...data charges would be for anything outside of the picture message. Any plan/features that have unlimited messaging include data coverage specifically when sending or receiving picture messages.
