I bought an iphone without a plan at the apple store. Does it cost something to activate it ?

You'd have to pay for a SIM card, but nothing else if you activate in-store or online. SIMs are $10 for post paid and $20 for prepaid, though with prepaid there's a $20 activation credit when you first activate.

Calling Koodo to activate will result in a $35 charge, but you shouldn't need to do that anyway.

They shouldn't have activation fees. Telus doesn't. However, koodo does.

To each their own.
There should be no need to call in, like Curtules said. Every call takes up time and money for Koodo so its just fair to charge a fee in this case, IMO.

I don't think they charge for activating monthly accounts. You can't do it online. Only prepaid can be activated online.
