What kind of iPhone is it?

Did you pay $10 or $20 for the sim card?

You need to update the carrier settings via itunes

I really think the seller sold her an iPhone that's really with another carrier. There is no reason why it shouldn't work unless a) seller lied or b) phone is legitimately defective, which i doubt

I thought so too, but she says that it says Koodo in the General > About section.

Oh, one last thing. Make sure that Airplane mode is turned off and that 3G is turned on under cellular settings...

Try turning the phone off and taking out the SIM Card and putting it back in, then turn the phone on and try it again. I've had some issues with phones with SIM Trays like the iPhone or Nexus 5 and the SIM Card not sitting right when you put it in, pulling it out and putting it back in has fixed the issue for me in the past.
Also it can take a little time up to an hour or so for your phone to work after you first activate your SIM card on self serve usually it's it's within 15 minutes though.

Plus my iPhone always requires a restart when I change SIM cards.

Keep in mind, this is not 100% guaranteed. If you tried everything and you still cannot get it to connect, then your next option is to get it unlocked.

If the SIM is not faulty and it's indeed a Telus phone, I'd wager that it's defective. I don't see how unlocking it will help.

Because there's no guarantee that a non-Koodo phone will work 100% on Koodo's network if it's not unlocked.
