I was charge for airtime charged fee. when my plan is canada-wide long distance free calling, I don't understand.

Hi Jon, did you call to outside Canada or while you were outside Canada or near the US border? Is your plan unlimited or did you go over your alloted minutes? What does the charge say on page 3?

Ihad a unlimited plan Canada-wide, recently change my plan to 30 $ a month with 100 minutes still Canada-wide and been charged that same day that i change my plan. my call was in Canada. and i didn't go over my 100 minutes. it say additional airtime charge

When you change your plan your minutes become prorated so if you have 100 minutes for the month then you divide that by 30 days and multiply by how many days you have the plan until your new billing cycle starts. so you don't have the fill 100 minutes which is probably why you went over.
You'd have 3 1/2 minutes per day basically times how many days you had from the change to the end of the billing cycle and that would be how many minutes you had for that billing cycle. The next billing cycle you would then have the full 100 minutes and from there going forward.

OK I change my plan the 26 of august, and my new month start the 28 of august so your basically saying i would only have 7 minute for those two days before my new month start the 28! but i call for only 20 minutes but was charge 10 $  it basically 50 Cents a minute extra, i should've have been only charge for 13 minutes really
