I used 22mb on my $28 plan by mistake, can I upgrade to the $30 plan with 100mb data and avoid the $5 overage? Or will it charge me $30 + $5 overage?

I don't believe that you can avoid the overage so much as prevent any further overage if you were to do so.

Pay per use data is $5 / 100MB. Even if you could change plans to address data use retroactively, it would cost the same. So, yes, your final sentence rings true.
