I switched to Koodo at the end of September, did not receive my first bill notification, now have a late charge.

I switched to Koodo at the end of September, chose paperless billing, and asked for text notifications. I was not notified when my first bill was due and today received my second bill notification by text which was the total for two months plus a late charge. Why wasn't I notified of my first bill and why was I charged a late fee when I wasn't notified of my first bill?

Because you are still responsible for paying your bills even if t system screws up on notifying you. Check in self-serve to make sure text notifications were actually enabled.

If it's any consolation, despite it still bring money lost, late fees are 2% per month.
