I purchased a post-paid SIM card. Can I register an monthly plan (new account) over the phone or does it need to be done at a store?

Where did you get the sim from?  Usually you activate at the place you purchased your sim

An Atlantic Superstore. I was in a hurry and thought I could activate it myself over the phone.

They can activate it for you if you go back, or you can go to a Koodo location.

You cannot do it over the phone as Koodo needs to verify your identity and perform a credit check.

Other carriers verify identity and perform credit check for activations over the phone. It's Koodo's policy to not do post-paid activations over the phone.

Granted, in person is safer for ID verification, but over the phone there are spot checks for fraud prevention.
