I paid my bill on time and in full, why does it say -15.00 on my Balance Owing? That means it's paid no? or I owe 15.00 for some reason? I did just recently switch my phone and plan.

Don't bother calling in unless you like waiting an hour or so to ask for a refund cheque. If it's a negative then it's a credit and it will come off your next bill. You overpaid by 15$ somehow.
