I EXCHANGED A PHONE FOR  A FREE ACCORDING TO WALL MART AND NOW MY SERVICE PROVIDER IS CHARGING ME 15 DOLLARS A MONTH. WHAT DO I DO?

What do you mean you exchanged a phone?
What does the $15 charge on your bill say it's for?

Do you mean you bought a phone for $0 Tab Medium? That means $0 upfront and $15/month for 2 years.

Exactly phones are NOT free ANYWHERE, they are $0 down at time of purchase (at the minimum and go up from there) and then you pay off the price of the phone over the selected period of time like a no interest loan. No provider in Canada will give you a free phone it doesn't work that way so I think you misunderstood the salesperson.
