Yes. I believe you will need to pick a Quebec area code + number. (819 rather than 613)

If your address is in QC, you can get a QC specific plan.

BobTheElectrician is correct. You need to live in Quebec AND have a QC specific area code.

I tried to switch plans last weekend and it wasn't working in the portal, so I called. The rep told me I couldn't get a QC plan unless I had an 819 or other QC area code. I have had a 613 area code for many years and don't want to get a new number.

I'm planning to check if it's possible to get a QC plan with a 613 area code with other providers.

If that specific (613) number is precious, you can always port your (613) number to a VoIP service (Fongo, Callcentric) and have incoming calls forwarded to your "new" (819) for a few dollars a month. This will effectively close your Koodo account, tab will have to be settled, but you can open a new one with an (819) number if you live in QC.
