I just bought a used iphone 6s that is locked to Rogers, will I be able to get it unlocked at Koodo?

No you'll have to get Rogers to unlock it carriers can only unlock their own phones. It will be free of charge though so just contact them with the IMEI # and they'll get it unlocked for you

Just one precision, Rogers and Bell won't unlock it if the person that sold the device to you have an outstanding bill with them (over 100$ I was told).
And most of the time they will demand to talk to the previous owner for security reason, only the account owner associated with the IMEI or the subscriber can request the unlock code I think. Hope you can get in touch with the buyer to get it done mate.

Unless the phone is reported stolen by Rogers, I don't think they are allowed to withhold and unlock since all phones are suppose to be unlocked by default anyways

They didn't say "no" to the unlocking...
They are saying if you are "delay your payment" we will "delay your unlock". If the customers don't want to pay the overdue, they seemed to have the reason to delay the unlock. The CRTC didn't tell customer not to pay.

the blue guys flagged and IMEI when someone I know of refused to pay 500$+ for roaming charges. She told them she's not paying it she's moving to another carrier after she got her unlocking code. 2 months after her phone spot recognizing the SIM; when she check online her IMEI was flagged as stolen.
