What do I need to do to unlock my old Samsung Galaxy S4? I am selling it this weekend and it is going to a different network

You need to insert the other network sim and your phone will then ask for the network unlock code (unless it's going to Telus or Public Mobile as those networks may not require your device to be unlocked)

Ok, so I am curious, after that point is the phone permanently unlocked? or does the code need to be entered every time a sim is inserted?

Do take special care when entering the unlock code. Most phones will only allow you a certain amount of attempts before you are permanently locked. With most phones it's 10 tries, so I wouldn't panic :)
