Can you clarify by what you mean by Send Pictures?  I am going to assume that you are referring to texting a picture using MMS.

Are you using the stock android app or Google Hangouts?
Are you using a third party application like Handcent?

Hello Karen.

Are you sure you haven't added data block to your account? Maybe this is the reason that, even with the data on, you cannot send any MMS. Do you usually use data on your cellphone?

I don't believe I added data block. Could you tell me where I can verify this on my phone? I do not usually use data on my phone but when I try to text pictures, I do turn it on and I make sure I am signed into a wi-fi network.

I don't know if you can check it on your phone, but on your self serve account. I think it's supposed to be in the add-on part. Have you already sent a picture message before?

I believe you have to have a data package to be able to send picture messages. I don't think it will work if you only have wifi. At least, that is how it is on my son's phone.

No,  you just need data turned on on your phone to send picture txts (MMS), Do not need data plan.
No charge for sending mms over data

Hey Karen! Are you still having issues when sending out a picture? What kind of error message are you getting? Are you able to send regular text messages? Did you try to power cycle your phone?  Keep us posted!

I am still having difficulties. I do not get an error message when I try to text a picture. The picture just 'sends' for hours. I am able to send regular text messages. I do not need to power cycle my phone because it does that randomly all on its own several times per day and it does not seem to have a positive impact on my ability to text pictures.

I had this exact problem years ago that was caused by improper mms port # and mmsc. Unfortunately it would take me 13 hours to post the setting for you, so I'm sending 3 screen shots instead.
So go to settings, more, cellular networks, access point names you'll see Koodo sp and under it sp.Koodo.com.
Give it a tap and it takes you to Edit Access Point. But your not going to Edit, just view the screen shots line by line with your current settings.
If your setting don't match, you've more than likely foud the problem. If they do match, I'd call tech support, if I was you.
