I gave my old phone to someone who is using it just for wifi and it just stopped working for them how do they get it back tup and working

It's a Samsung s4 they are telling me that it keeps coming up saying keeps showing ap not active what ever that means

And ap currently not in use. Doesn't phones work for wifi even if they are all paid off and not under a plan or connect to a phone number?

Yes phones do work for Wi-Fi.

This most likely is an internet problem and not a phone problem. If you get the user to connect the phone to a different wifi connection chances are it will work. If you dont feel comfortable doing some of the steps in the guide below than get your friend to call their isp to do it for them.

Thats not a program, thats a website. If they can't get it to load then that confirms that they are having internet issues and need to contact their isp to fix it.

I was doing the same thing with my phone that was not hooked up to any cellular plan and I was only using it from my Wi-Fi and after about 5 or 6 months I started getting emails stating that I needed a cellular plan in order to use my Wi-Fi mind you I still kept using it have you tried pulling out all the plugs for at least one minute and plugging them all back in? But mainly I kept getting told that I needed a cellular plan.

Who was sending the email that you needed a cellular plan? it is strange to hear so, Can you post a snapshot of it here (delete all personal information before posting pls).

There shouldn't be any requirement of a cellular plan in order to use wifi.

Do other devices on the same WiFi network work fine?  IE can browse to various websites fine using the computer attached to the same WiFi?  If so, then I don't think it's the router as others have said.  You could always try turning the WiFi router and cable/ADSL modem (if seaparate--they may be a single combined device) off for 60 seconds and then back on and wait a few mins and try again to see if that changes anything.

If that does nothing then maybe try a network reset on the S4, and if that still doesn't resolve it, factory reset maybe?
