I can't log in because "You're still waiting to be approved Looks like this account has already been linked to another email address. You're still waiting for permission from the owner of that email address. We'll email you once you're approved."

Generally speaking it means multiple attempts with different emails was used. You provide an email upon signing up which is used to send you the regidtration link. You'll need to contact Koodo via Facebook messager or DM via Twitter if you cannot find it or the link won't work.

What if you don't have those accounts what then contact Kooodo a and get told they do it for a 10 dollar charge?

If it has sufficient value to you, you pay the charge.

However, those things which cannot be accomplished online by the customer are not charged a fee. Asking a CSR to complete a tasks you could easily have done yourself through the online portal attract the fee.
