I cant charge 3rd party apps to my phone, how can I correct this?

If you wanted to put purchases on your bill because you dont have a credit card you can visit your local variety or grocery store and get Google play gift cards and pay for Google play purchases that way.
If you can't find Google play cards you can also use prepaid visa gift cards.

I have made a purchase with World of Warships actually via my mobile number for premium game currency. It showed up on my following bill. I'm not sure if it's somehow different with apps in general though. I wouldn't think so. They tend to state which carriers support mobile payments.
