SM-A520W Samsung Galaxy A5 2017. Unlimited messages. 40 gb of data. Whether data is on or off pictures will not download. I can turn both data and Wi-Fi on and still no pictures just a frustrating uninformative message: "Failed to download attachment from multimedia message. Try again later."  I try daily until the message expires and get the same message.

It may be timing out, I know I was only able to download photos over LTE last time I tried. You can't download them over wifi that's not the way they're transfered, it's only over your cellular.
Go into your Texting app and make sure your settings are not set to limit the size of downloaded attachments as well.

Timing out? I receive it. Turn data on. Then click on it. Then I get the less than helpful message. My message settings are the same as when I received the phone. No changes have been made.

But did picture messaging work in the past?

@Matilda: Your plan is 4GB not 40GB? Have you received/sent any MMS before? MMS require mobile data to be ON. It doesn't work on wifi only.

I would simply try to restart the phone and see if the problem goes away. If not, check your APN settings and see if it was set correctly to this https://www.koodomobile.com/help/setting-data-your-non-koodo-phone

Try resetting the phones' network settings. Go to: Settings > scroll down and select General management and tap Reset. Select 'Reset network settings' and follow the prompts. This procedure will reset all network settings, including those for: Wi-Fi, mobile data and Bluetooth. You may have to re-enter the password to regain access to your Wi-Fi network.
