Koodo does not offer voice service on LTE. However according to GSM Arena, it should work on 3G for voice. Have you restarted the phone since inserting the SIM?

The information on the GSM Arena was little confusing, but I think if your phone worked on LTE then it might not work on Koood/Telus 3G. Only model "Unicom 3G model, Telecom 3G model" support the 3G 850/1900 of Koodo voice/text (The 3G model doesn't support LTE so if his/her phone supported LTE, it wasn't a 3G model)

3G bands:
 TD-SCDMA - 4G model
 HSDPA 850 / 900 / 1900 / 2100 - Unicom 3G model, Telecom 3G model
 CDMA2000 1xEV-DO - Telecom 3G model

Which model is your phone?

Nardev,
You initially mentioned it was a Mi4, now you said it was a Redmi 4. Those are 2 different phones. Can you confirm which model was it? and where did you buy it. There are 3,4 variances of each phones.

Is it the model: http://www.mi.com/in/redmi4/specs/
If it is, here the spec of network from the website

GSM B3 (1800MHz), B8 (900MHz)
WCDMA 900 / 2100MHz

FDD LTE B1 / B3 / B5
TD-LTE B40 / B41

I don't think your phone can work on Koodo network. No support for 3G 850/1900 (no voice) and lack of band LTE 4. It properly could access Koodo with the Band 5 LTE, but this would be very limited.

From the Gsmarena, the Redmi 4X might work with koodo network but not the Redmi 4. https://www.gsmarena.com/xiaomi_redmi_4_(4x)-8608.php#redmi-4

If you are shopping around internationally, look for something compatible with AT&T or T-Mobile in the USA. Check your choices against

www.willmyphonework.net

The basic voice frequencies overseas are not the same as those used in North America, as you have found out the hard way. There are any number of phones that can cover both continents, but you will have to do research.
