I live in Canada and pay $35/month for 200min,100MB and unlimited messaging. I am Travelling to Peru and am curious if I can use wifi for apps to speak with my family while I am away from North America. Any information will be appreciated. I wish you all the best and have a great day.

Yes. Especially if your family also have iPhones. You can use iMessages and FaceTime (either audio, or video) on Wi-Fi. Simply turn off data roaming if you still want to receive calls, or turn on Airplane mode, and turn Wi-Fi on again, if you don't need to receive phone calls.

And if not you can use a common messaging app or a VoIP app to keep in touch via Wi-Fi.

As above :) Wifi does not use data on your plan. Another good option is Google Dialer on Android. I just found this app.. amazing! Free calls. No ads. And Google. Any call to America/Canada is free. Just ensure you're on wifi!
