I would suggest you tell the seller to unlock the phone before buying it.

You can if you have a Koodo account. But I'd personally ask them to do it since it's free.

Did I miss the memo that you need to have an account to unlock the device?  
AFAIK, Bell was the only hold out for that requirement since the Free unlocking started

You don't need to be a customer of koodo to get a phone unlocked anymore Dennis is correct. Just need to give Koodo/Telus the EMEI # of the device

Unlocking through Koodo is possible. However, in this case of buy/sell, she/he should ask the seller to do it. Only the seller knows if the phone was from Koodo and if it was reported in the blacklist IMEI or not. I found it strange for a seller to tell  buyers to go unlocking themselves.

Yeah back when it cost something I would always tell the buyer to get it unlocked but now it's free I don't see why the seller wouldn't especially since it opens up the amount of buyers you'll get as many still don't know it's free to unlock.
I would be concerned by a seller now saying the buyer must unlock as places like bell won't unlock if there is money owing on the account it was linked to.
