I am buying a new phone and I am wondering if I have to activate it and if I do can I transfer my number over

If you're already a Koodo customer, you don't need to "activate" the phone, you just take the sim card out of your current phone and put it into the new one and that's it.

If you're a new Koodo customer, you can purchase the phone and activate it in-store or purchase it online and then when you receive the phone, activating it over the phone.

You can transfer your number over when you activate, just let them know and they'll do it for you. Just have your account number and pin handy from your previous carrier as those will be required to transfer the number
