We purchased a phone for husband.  Is he able to switch phone companies if there is a tab owing,  I am the account holder,  If he wants to keep the phone and phone number ( which is extremely important to him)  what procedures must he go through.

You contact the company that you want to switch to and ask to port your number over. It's an easy and simple process. This can also be done in person at the store or a retailer like best buy or PC mobile shop. You will receive a final bill to pay off. It'll just show up in your self-serve account. Since you'll likely be keeping the account open it'll just go on your next bill.

I guess what I'm asking is do the two of us do it or  is he able to do it.  Trying to find the answer I've read in other comments about consent  because I am the account holder.

Yes, there may be a need for both of you to present credentials to effect the port, unless his line is already in his name on the account.
