That depends entirely on how often you will tether and what you plan to do, but I'd be prepared for huge data amounts since nothing on your laptop will be trying to save data... also programs made by Google (Chrome for example) or Microsoft (Windows itself) are very good at using a lot of data to upgrade stuff behind the scenes!

Data is consumed at a much faster rate when tethered to a laptop. As Sophia explained, there are many processes running in the background in both WIndows and Mac, that can rapidly consume data. Software updates are one example.

3 GB should be more than enough for light to moderate internet surfing, email messaging and downloading music. Forget about watching feature length films on Netflix or watching a lot of high definition videos on YouTube, you'll just end up going through your data that much faster.

Install a data monitoring app on your phone to keep track of data used so you don't exceed your monthly data limit. Some phones have a data monitoring feature built-in. If you're getting close to your 3 GB data limit, the app will either disconnect from the mobile data service or alert you (audibly) that you are nearing the limit. You may want to familiarize yourself with this feature, if available on your device.
