I bought an iPhone 4 today at a Koodo kiosk at 6 pm (already a customer, just a new phone). The clerk said my new one would have service in about 15 minutes. 3 hrs later and still no service. is this normal?

no you should have had service almost immediatly. perhaps a number was entered wrong? sounds like you may have to revisit the kiosk. calling tech support will likely fix you up too, i would hope they would wave the charge since its not your fault and there is not much else you can do. good luck!

It can take up to 24hrs for your phone to become active. You can do this and it might come to life.

while the phone is on take out the Battery and SIM Card for a minute or so then replace them & try it again.
If that doesn't do anything then just give it a little time. If it hasn't become active after 24 hrs give customer service a call.

If its prepaid, it's understandable. They have a bit of a delay in activating.

If its postpaid, that is not normal. As in "even if you were porting a # from another provider, you should still have service and make calls/texts" not normal. I suggest you go back to the kiosk and ask what's going on (could have activated the wrong SIM card).
