How do I lock my home screen on my Samsung A8 so that additional pages cannot be added without permission

There's no such setting to do this. You may be able to download some sort of launcher or app that allows you to do it though.

I'm not sure about preventing additional pages, but the first thing I do on ANY new phone is download and install Nova Launcher (specifically Nova Prime) from the Google Play store.  I'm not sure that it can prevent adding additional home screen pages (though it just might have that and I've never noticed--it's highly customizable) but it has an even better feature of entirely locking the desktop so you can't accidentally move things around or remove shortcut icons etc.  I mean, it's got a million other things (configurable gestures, backup settings to your Google Drive or other location, icon pack support, customizable layouts, etc etc etc.)

Nova Launcher is my preferred launcher too
