I am currently on a monthly plan with Koodo and plan to switch to another provider and want to port over my number.

What are the steps to do this and what order? (i.e cancel koodo line first than switch, or switch first than cancel etc.)

Do not cancel Koodo's account. Your new provider need active account to port your number.

Go to your new provider with your Koodo account info, then they will open an account for you.
Once porting is done, Koodo will send you a final bill including remaining tab charge and overage charges if any. (You will receive it after your regular bill date.)

You can log into Koodo's self serve for about 90 days after you canceled Koodo.(You can check your charges there)

As Mayuma implies, best to download any bills you may need for tax purposes. After 90 days, you will be history...
