How do to know if I qualify for spending limit programming?

You actually have to go in and activate a phone and/or plan. When the credit check is done, then you will find out. Either you will be approved with no spending limit or approved with a spending limit or just rejected. There's no way to find out without trying to activate. You'll need two pieces od government issues ID and one of them HAS TO be a photo ID. i.e. Drivers license, passport, canadian credit card, SIN card

Revenue Canada made it clear that you are not to use your social insurance number, for identification purposes. Not even when applying, for a job.
Like wise Ontario, made it illegal, to use Ontario Health Card, as photo I'd.
Also Ontario is in the process of making it legal, for suspended drivers, to keep possession of their suspended drivers license, for identification purposes.
As for credit cards, to my knowledge, only Costco issues credit cards with your photo, through their bank of choice, formally AMX and now Master Card.
Also read your credit card agreement, very very carefully, before you start showing it off, "for I'd purposes".

If you're approved and meet the requirements (must be new activation, etc) then yes
