How do I send a local text message while I am in Rio de Janeiro (I have text roaming international)?

I am calling to a 9 digit cell phone number in Rio.  She also wrote a '21' in front, maybe for Rio or maybe for a cell company.  I have tried many ways, as international call, with 5521 then number, with zero in front of her cell number.  I usually get a message 'received' but she receives nothing. Any tips would be welcome.

Try prefixing the number with 011-55- or just 55-

Your phone still behaves as if it is in Canada, unless you have a local SIM.

Tried all those variations, even with + instead of 011.  All say received, yet none received, even tried texting two different people.  Maybe Claro phone company is just screwed up here.
