How do I get an Ace II x out of safe mode?

Power off the Ace 2x completely, remove/reinstall the battery and turn it back on.

I forgot to mention that the battery has to be left out for a minimum of thirty seconds. Works on my Ace and Ace 2x. If you've installed an app, safe mode safeguards your phone from possible damage and allows you to uninstall problematic apps. Force close and uninstall any recently installed apps and follow the steps mentioned previously.

Jason try doing a factory reset, if worse comes to worse. I have found that to be successful in the past.

Is safe mode the same as emergency call mode?
How is a factory reset different? I have tried various ways, even actually calling 911 to exit emergency call mode unsuccessfully.

"Safe mode" leaves the phone operating in a limited state: only certain apps can run. Designed to eliminate a problem app from running amok and interfering with normal operation. You can make calls if you have a valid connection.

"Emergency calls only" really means NO SERVICE, indicates you have no functioning Koodo connection. Any cell phone in North America can dial 911 since that service is on an entirely different emergency system. Please don't abuse.
