Many dual SIM phones have a primary position that is full-featured but only work with a 2G connection or only for voice and text on the secondary SIM. Supporting full service on both simultaneously would probably require 2 full sets of radios in the handset, as well as separate APN files in order to access darta for each provider if they are different.

Have you tried switching the SIMS around?

Note: Rogers is the only carrier in Canada to operate a 2G network.
If the secondary SIM slot is 2G as BobTheElectrician suggests, then a Telus / Koodo / Bell / etc SIM will not work as the secondary account.

Both sims work when I have the data option set as Koodo but as soon as I change it to fido the Koodo sim gets no service. Could it be that the sims not set up for this type of phone?

Possibly when you switch to the Fido SIM, the phone switches to 2G, which Koodo does not offer connectivity.

What does your APN file look like? Probably the Koodo one shown below. That should enable you to use Koodo data, voice & messaging, as well as Fido voice & messaging on the secondary SIM. When you set the data switch to Fido, your Koodo APN file does not match what Fido needs. Like trying to log on to Yahoo mail with your gmail credentials.
