The only way is to insert a non-Koodo SIM card and see if it connects to the network :)

Non-Koodo/Telus/Public Mobile SIM cards to be exact, they all use the same network so normally you don't need to unlock in order to get it to work on one of the three carriers. Rogers, Fido, Bell, Virgin are good to confirm!

I went through this dance a few years ago. At that time I had the same experience as the OP, expecting the iPhone to report as unlocked. Nothing happened until I inserted a different SIM in my case same carrier, but prepaid instead of post-paid.

Simplest way to be sure, though is to borrow a SIM from a friend, and follow Mathieu's suggestion.

someone once told me if you put any SIM into a unlocked iPhone, the iPhone then locks to that carrier.  IE if I insert my PC Mobile SIM into an unlocked iPhone, that iPhone will lock to PC.  is that correct?

Nope. Have switched from Telus SIM to SIM in Europe, and back to Canadian SIM on my return.

That's what's called a SIM free iPhone, typically provided to some resellers (Best Buy) or as refurbs for AppleCare replacements. If you bought an unlocked iPhone or got one unlocked from a carrier then it stays that way.
