Testing it with a telus sim card isn't a sure way to tell if it's unlocked as koodo iphones work with telus and it goes the other way around too. Did you jail break unlock your iphone? Since if you update on a jailbroken iphone it will be locked again. What country are you in and are you using a prepaid sim there or are you roaming?
