Have to restart in order to send or receive picture messages?

This never used to happen (I've had this phone on this plan for about a year and a half) but in the last few weeks, I've been having issues sending and receiving pictures. Restarting my phone (Samsung Galaxy Nexus) seems to fix it but only temporarily, seems to be for about a day. And then the next time someone sends me a picture, I get the notification but it shows nothing in messaging, does't even look like the tried to send one. If *I* try to send one, I get the message "couldn't be downloaded, please try again later."
I'm on the $15 pre-paid plan, unlimited text/picture/video messaging.

This is an older device, how much free space do you have? Try deleting some older messages that you don't need anymore. Or clear the cache and data from the existing Messaging app (which will erase every message and picture btw). And see if you still have the problem.

Got through and delete any apps you really don't use. After you do all this try a restart.

At th end of the day this device may be telling you that it's time to upgrade to something shiny and new.

I did try that, I actually keep my messages cleaned up and only keep about a week's worth (since I don't message a ton of people, this isn't much at all). Same thing with my apps, I just have utility stuff, not a lot.
I'd love to upgrade but any newer smart phone is upwards of $100 unless I get a monthly plan which I can't afford either.

Another option is to try a third party Messaging app like GoSMS PRO or my favourite, ChompSMS

I use chompSMS on every device
