If I add a second phone number to my account, can I ask for the exact same plan and monthly cost on my existing phone number to that second phone number?

Only if the plan you have now is still available. By still available I mean as long as it's part of the current plan lineup.

Only if the plan you have is part of the current lineup. Odds are your plan is no longer available depending on how long ago you got it.
