Getting Charged for International Minutes

I verified that Australia is part of the countries to call for the free 1000 international minutes I have when I signed up.  I called at Christmas for the first time and spoke for 12 minutes and got charged $6.00.  Why?

International minutes use up airtime, Scott. Did you call during the day and perhaps did not have airtime left?

No, they just forgot to activate the 1000 minutes, but they have gone ahead and done so.  I also got credited.  Very good customer service on the phone!!
