Well honestly it is up to the manufacturer... if Samsung feels it is worthy of an update, they will do it. However, Telus/Koodo have to test the update on their network, add some of their own stuff, and then finally decide on when it's released. In the end, it goes through 2 channels and testing, which is why updates take longer or sometimes don't even come at all if you compare them to international models (see below).

Nexus phones are Google's babies and get updated straight from Google, so they're much faster.

International models of phones also get updated faster (sometimes exclusively) since they're usually unlocked and don't have carrier bloatware on it - Optimus Black and Optimus 2X are both capable of running ICS but the Telus/Koodo version of the Optimus Black and the Fido version of the 2X are both eternally stuck at Gingerbread. Note II is another example of this (ask Kid Android :P)

Your other option is what's called "rooting" the phone, which not only enables you to change crazy things like the PPI and processor speed but you can also get custom OSes - bye bye waiting for updates. Basically rooting makes the phone your slave, but it's a more advanced feature of Android phones that is a bit tricky to do.

How do you change the ppi through rooting?

My old manager had his S II rooted and he could change the pixel density, which I guess is not really the same thing but it has a similar effect. I should probably change the words I used then. :P

It's already floating around Europe for unlocked models in certain countries & is rumoured to be in North America around March.

Are you sure, all I can find is custom ROMs built off of 4.2 for the Galaxy S3. I don't think it's leaked at all yet let alone get an actual release.
