If you are on a Canada Wide Plan (which all current plans are right now) then all of Canada is considered local calling as long as you are in Canada

Well, unless your plan is from before September 2011, nowhere in Canada is Long distance.

If you happen to be on an old, not Canada-Wide plan then the basic rule of thumb is 45 minutes away (by car at a reasonable speed) from your home zone would be long distance.
