This used to be a feature a few years ago but it was removed. Other carriers had it too, including Telus and Rogers.

Why was this thread revived?

Most plans now include unlimited nation-wide calling. If you're on a minutes plan and talk a lot but spend most of your calling time in wifi zones, you could use Google Hangouts for outbound calls. There is no sense in bringing back intra-network calling, and I doubt any of the Canadian carriers will ever bring it back.

2017 is the year that the CRTC would like to see the big three be more generous regarding data costs/overages and roaming charges, but there's no word about mitigating the cost of cellular voice or texts.
