I am in France and have wifi in the apartment that I am staying. My phone will not recognize the connection, it does not show up at all when I scan for connections. My lap top finds it. I have tried disconnecting the lap top, turning the wirless box off etc. any ideas?

According to, your Note II supports the following Wifi bands:

Wi-Fi 802.11 a/b/g/n, dual-band

Make sure your router is configured to transmit those types of networks.

1) Shut down the phone. Open the back. Pull the battery. Pull the SIM card.
2) Go have a coffee or make a sandwich. It can take a few minutes for old routing tables to disappear.
3) Re-assemble and re-start.

I had a similar problem when returning to Canada this spring. It took 2 or 3 restarts for the phone to sort itself out completely.

You can read the network SSID from your laptop screen and then try manually entering it by using the "+ Add Wi-Fi network" panel at the bottom of the WiFi settings screen on the phone

Let us know if this works for you or not. There are more steps we can suggest, but doing too much at once usually ends up complicating/obscuring things rather than being helpful.
