Any carrier will charge you standard plan minutes for standard call forwarding. VoIP or mobile, it will cost you minutes. From landline it seems free, but only because they don't meter their minutes.

For $3.00 a month, you just don't get charged an extra service fee for each call forwarded. I live in a rural area that didn't have reliable service till a new tower went up last fall. At the time, I would forward my cell calls to my landline and I believe the charge was $0.35 fee + minutes. If I had a classified ad running, that added up very quickly. The $3.00 add-on eliminated the extra service charge per call, but still cost me minutes.

It was a whole lot cheaper to give everyone my landline number and then forward calls to the cell when I was on the road, than vice-versa.

Just don't try to call forward cell to an out-of-plan number, such as a US location. That gets very complicated.
