Try disabling both apps, restarting the phone and enabling them again.

This may sound silly but do you have an active internet connection while doing this? FaceTime requires data, I believe, and iMessage needs internet in some capacity (WiFI or data).

Everything seems to be running n Apple's side:

Did you get this to work yet?

Are you able to sign up for icloud on your phone? it should use the same apple ID you are setting for iMessage/FaceTime

No it's still not working for me..and yes I have an iCloud. It just sits on waiting for activation for about an hour and then fails. What could be wrong?

So you are able to log in to your icloud account? Can you also log into your itunes account?

If not then there is something wrong with your apple account.
If yes then I would go to an apple store to fix it

Wait... can your phone make calls and text regularly? The phone number to do iMessage should be the default

As everyones been saying the best thing to do is contact Apple.

BUT they also have this handy support document for this very situation :)
