Extra 40$ in my billing cycle which I have paid in last cycle

$40 is monthly charges , but I have paid it in advance for a month as a part of my first bill. Then it appeared in next month bill as well.

Yes, you pay each month in advance.  As you stated, your first billing period is pro-rated from when you signed up to the billing date. You are also charged services for the upcoming month in advance This occurs when anyone signs up with a provider. Similarly, when you change a plan,  both the old plan and the new are pro-rated for the portion of the month they were active. If it appeared again, after you've ruled out proration as the reason, you should check page 3 of your bill to see what the extra charges are for. It could be overage on data, airtime, etc.
