Excess billing: Long distance plan not yet activated for the 2nd billing cycle

At the time of mobile activation: The plan for $ 20 long distance to India was opted, but still not activated. This was brought to the attention of the support during first bill, but the rate remains the same and hence the excess billing.

Action taken so far:

During 1st Billing cycle :Contacted the kiosk and the staff gave a contradictory answer that he does not activate the plan while taking the contract, but the manager disagrees with that statement. While contacting the support over call, a 50% discount was given on the first bill, but the change to the plan is still not reflected.
