Ebay unlocked phone from Asia

So I am I'm the market for a new phone.
I am with Koodo Mobile, no contract so I could switch providers.
I was looking on ebay, and want to buy an HTC One Mini in gold.
It's described as an unlocked 4.5" HTC One (M8) MINI 2 4G LTE 16GB Android GSM GPS Smartphone.
It says it's compatible with:
2G Network GSM 850 / 900 / 1800 / 1900
3G Network HSDPA 850 / 900 / 1900 / 2100
4G Network LTE 1800 / 2600

Is it compatible?

The phone will work on 3G but you will not have LTE speeds as that's th e wrong band. But LTE really isn't that important at the moment.

Koodo uses LTE network and uses 1700/2100 MHz? Correct.
Would you trust buying a phone off eBay?

Yes, I got my Ativ S from eBay about a year ago and still have it as my emergency backup device/GPS. It works fine. A bit long in the tooth but Windows Phone ages fairly well. Like Ivan said, check their history. It's actually safer than Kajiji because there are accounts which can be tracked, seller feedback, and buyer protection/complaints.
