double charged for same billing period plus the 2 weeks before activation

I added a new phone for my son on Dec. 16 but I was billed for Nov 29-dec 28 plus dec 16-dec 28 on the first bill. Why am I billed twice for the same period plus a time period that I didn't even have an account.

Yes. I seemed to be billed for a time period before the phone was activated. 
plus the partial month.
....the bill says nov 29-dec 28.. $60. and dec 16-dec 28.. $26.
the phone was activated on dec 16

Hi Carrie - if you're looking at the billing overview in Self Serve, that may cause some confusion in this case.
If you click the 'Download bill (PDF)' button right above it, it'll help explain things more clearly.
Looking at your current bill, issued at the end for Dec., all the charges appear to be correct. The partial charges are only for the period used by the new line (Dec. 16 - 28 as you pointed out), plus the first full month in advance. Have a look at the detailed bill, and let us know if anything still doesn't make sense.
